Chapter I. General Provisions

Art. 01. The WEBTOP contest is promoting the use of Internet as a modern and effective means of communication, learning, presentation and promotion, as a space for doing business, on-line service, data exchange and opinions expression.
Art. 02. WebTop 2007 has 2 stages: preliminary selection and main contest.
Art. 03. WebTop 2007 has the following structure:

  • Steering Committee approves the Content orginisation and realisation Regulation, criteria, evaluation conditions and procedure, keeps track of evaluation process correctness, approves the documents and activities of the Organization Board, including the list of winners; (see the full list of Steering Committee members) ;
  • Organization Board is responsible for contest organization and website support; (see the full list of Organization Board members) ;
  • Logistic company – assures the logistic of content organization and realisation, secretariat, content promotion and organizes the winners awarding ceremony.
  • Pre-selection Jury is in charge for the preliminary selection of candidates (refer to chapter VIII);
  • Main Jury assesses the short-listed websites, makes recommendations to Steering Committee for special awards and nominations.
  • Validation Committee – validates the sites inregistrated for the contest and approves the evaluation results (see the full list of Validation Committee members).

Art. 04. This year 2007 WebTop counts 14 categories (see chapter III) and hosts a virtual exhibition of websites (hereafter referred to as exhibition).
Art. 05. The candidate can decide for itself either to register the website for one or several contest categories, or to participate at the virtual exhibition.
Art. 06. The websites registered within the virtual exhibition do not take part in the contest and are not submitted to jury evaluation.
Art. 07. WebTop 2007 Contest takes place according to the following schedule:

  • 19th of February 16th of March 2008 registration of the participants;
  • 17th of March 30th of March 2008 pre-selection process;
  • 31st of March 12th of April 2008 main contest;
  • 18th of April 2008 Winners Awards WebTop 2007

Chapter II. Eligibility Criteria

Participation Conditions:
Art. 08. The contest can be attended both by physical and corporate bodies, residents in the Republic of Moldova, either producers or ordering customers of the registered websites, as well as physical and corporate bodies, which are not resident of Moldova, either producers or ordering customers of the registered websites that are referring to the Republic of Moldova and/or are addressed to Moldovan citizens.
Art. 09. Organizers are not soliciting from the participants any documentation confirming the consent of a third party, co-authors, ordering customers, etc, to participate at the contest. Participants assume the responsibility to register the websites in the contest.
Eligible websites:
Art. 10. The websites registered for previous WebTop contests are eligible only if they were subjected to significant changes/improvements.
Art. 11. The websites registered for the contest must be launched before 1st of January 2007 and have to be on-line during the whole evaluation process.
Art. 12. Are accepted to participate within the contest only the websites which are bearing legal/over ground content; are exempted of calumnious, amoral, minatory, abusive, obscene character; are not violating the privacy rights of any other person; do not instigate to race, ethnic, sexual and any other kind of discrimination; the content of which do not contravene to the Moldovan legislation, public order and generally accepted rules of morality; do not infringe copyrights and any other related rights, and are not in contradiction with rules for academic publications; do not provide the unauthorized distribution of software.
Non eligible websites:
Art. 13. Websites which are not in full operation, presenting serious content gaps are not eligible. An example of "serious content gap" is the existence of pages under construction or inoperable pages.
Art. 14. The websites, for which the registration fee was not paid-in up to 15th of March 2007, are not permitted to compete in the contest. Physical/corporate body which is registering the website in the contest is responsible for timely payment of the registration fee.

Chapter III. Contest Categories and Awards

Art. 15. Contest categories:

  • Public Administration Bodies
     Central Public Administration
     Local Public Administration
    Websites of ministries, departments, government agencies, public state services and of municipal, regional and communal councils.
  • Arts & Culture
    Websites about theatre, literature, music, arts, websites of museums, libraries, art galleries, etc.
  • Business
    Websites aiming to present and promote economic agents, organizations and goods/services, or to sell goods and/or services; websites promoting services via internet, including electronic commerce.
  • Virtual Communities
    Websites or web portals offering to users space for information exchange, communication and time spending, websites offering to users entertainment information: games, music, films, etc.
  • Education & Science
    Websites with educational, didactic and scientific content
  • Mass-Media
    Website of news, on-line versions of newspapers, magazines and other publications from Moldova
  • Virtual Moldova
     Virtual Moldova – Urban Web
     Virtual Moldova – Rural Web
    Websites presenting and promoting rural localities; websites containing informations contributing to the rural developement. Websites presenting and promoting Moldova and its localities, containing tourists atracting materials, photos, maps, descriptions, etc.
  • Health & Sports
    Websites about sport and welfare; websites of sports organizations, clubs and publications, medical and curative institutions
  • Personal Sites / Blogs
  • Civil Society
    Websites propelling democracy values, human rights, freedom of assembly and expression, civic initiative, as well as websites that support the involvement and control of civil society on the activity of state bodies and institutions
  • Web Design
    The best website design

Chapter IV. Registration

Art. 16. Participants can register for the contest by filling in the online application form for every registered website. The application form is reachable on www.webtop.md during the registration period. Registration is valid if containing complete information; for paid-in categories the registration is effective after the payment of registration fee.
Art. 17. Registration fee represents 500 lei for the following categories:

  • Business
  • Mass-Media
  • Web Design

There is no registration fee for the following categories: Public Administration, Arts & Culture, Education & Science, Virtual Moldova, Health & Sports, Personal sites /blogs, Civil Society.
There is also no fee for websites participation within the virtual exhibition.
Art. 18. Registration fee payment is to be done according to the invoice issued by the organizers.
Art. 19. The organizers have the right to reject and/or to re-send for amendment the application forms containing mistakes or serious lacks. In case the presentation of the necessary alterations does not meet the registration deadlines, the organizers have the right to decline the application submitted earlier from the contest.
Art. 20. The same website can be registered within several fee-paying or free of charge categories. In this case, upon first registration with a fee-paying category the participants pay 500 lei, and for any other subsequent fee-paying category the registration fee is equal to 100 lei per category.
Art. 21. In case the participant does not receive the confirmation of registration by email, he is obliged, on his own initiative, to beg to acknowledge of the organizers by phone, by fax or by email about the registration fee payment and other registration formalities made, up to 16th of March 2007.
Art. 22. Fees paid for registration are non-refundable.
Art. 23. The organizers reserve the right to extend the registration deadline.
Art. 24. The registration fees are to be paid by bank transfer to the bank account specified or by cash according to the invoice.
Art. 25. The registration fee payment can be made by bank transfer or by cash.
Art. 26. In the payment documents the participants have to mention that the amount represents the registration fee for WEBTOP ID- ___ (to be filled in using the invoice ID).

Chapter V. Rights and responsibilities of the participants to WEBTOP contest

Art. 27. Participants to the contest have the following rights:

  • To register a website to one or more categories;
  • To receive complete information regarding the registration validation and registration fee payment;
  • To make reference to the participation in the WEBTOP, to the awards won within the contest, for promotional purposes.
Art. 28. Participants to the contest have the following responsibilities:
  • To observe the Contest Regulations;
  • To pay duly and timely the registration fees;
  • To provide trustworthy and complete information when filling in the application form;
  • Upon demand of contest organizers, to provide required information during the contest;
  • To place WebTop button on the home page of registered website;
  • To contribute to the promotion of WEBTOP contest, including all activities and events related to it.

Art. 29. Conditions of exclusion from the contest:

  • Non-compliance to the responsibilities specified in the art. 28 of the present Regulations;
  • Incrimination of plagiarism, regarding the illegal reproduction of a website, partly or fully, by any other person except its author/webmaster and claimed to be personal creation.
  • Outrageous declarations towards the participants, jury members, organizers, partners.

Chapter VI. Copyrights and other related rights

Art. 30. Screenshots and other materials prepared for the contest remain at the disposal of the organizers.
Art. 31. The organizers reserve the right to use for WEBTOP contest promotional purposes: participants name, data from the application form, screenshots and other materials prepared for the contest.
Art. 32. The organizers do not bear any responsibilities whether the websites registered to the contest use content elements (texts, images, source codes, etc.) that are infringing the copyrights. The whole responsibility remains with the physical/corporate body which registered the website to the contest. In case a copyrights violation is revealed, the website concerned is to be excluded from the contest.

Chapter VII. WEBTOP Jury

Art. 33. The Jury of the contest is composed by IT professionals or specialists in any other specific activity fields related to contest categories, including the jury members of precedent WEBTOP contest editions.
Art. 34. The conflict of interest can arise in case an website, registered to the contest, belongs to a company/agency for which works/worked a member of the Jury; or in case a Jury member has directly contributed to its development. Contest organizers will try to avoid this kind of situations.
Art. 35. A member of the jury cannot express its vote in a certain contest category if there is at least one website creating a conflict of interest in his confront. In this case only the votes of other jury members will be considered.

Chapter VIII. Pre-selection evaluation

Art. 36. Pre-selection is carried out by the preliminary selection jury, which assesses on a 1 to 10 scale the websites registered to the contest according to the following criteria:

  • Visual Design
  • Content
  • Functionality
  • Overall impression

Art. 37. For every contest category, the organisers submit for approval to Steering Committee the short-list (minimum 30 % of the websites registered to the contest).
Art. 38. Main Contest Jury assesses only the pre-selected websites. The evaluation is carried out according to the methodology, described in Chapter IX.

Chapter IX. Evaluation Methodology

Art. 39. Evaluation criteria for short-listed websites and the weight of the mark of every criteria are listed on the evaluation criteria section.
The saturation point that can be gained by a site is 100 points, which are assigning according to the criteria.
Art. 40. The winner in each category is determined according to the median value score, calculated from the marks given by every jury member.

Chapter X. Winners Awarding

Art. 41. Awarding by categories. Websites that got the highest score in the category registered will be conferred a diploma of I, II and III degrees. For some categories will be awarded cash bonuses on behalf of sponsors, fact to be announced on www.webtop.md at the end of registration period.
Art. 42. Special Awards. The Jury will propose to the organisers and the Steering Committee nominees for special awards.
Art. 43. The design agency that will obtain the biggest number of category awards will be declared The Web design agency of the year.
Art. 44. The websites which participated to the virtual exhibition can be mentioned with gifts and awards on behalf of contest organizers and sponsors, fact to be decided by vote at the rostrum and/or according to organizers and sponsors judgment.
